The Villages of Kapolei are a planned community with governing documents.  The purpose of these documents are to enhance and protect the values, desirability and attractiveness of the community.  These documents are recorded in the Land Court system and run with the land. 

As a village is completed, an Annexing Declaration is created which is the mechanism by which that village becomes a part of and subject to the Villages of Kapolei Association.   These Annexing Declarations are the means of handling the differences between each of the villages.
